In a effort to be seen like "reformers" - suddenly a good thing in farm policy - Sen. Tom Harkin has indicated many in the upper house will push for modifications in various aspects. The biggest idea is fiddling with CCP's:
"I do want to move in that direction," said Harkin, an Iowa Democrat. He said the more he studied the revenue protection concept, the more value it held as a modification to the so-called counter-cyclical payments made when crop returns are below the targets set by Congress.
